ECEAP Preschool

The Early Childhood Education and Assistance Program (ECEAP) provides preschool opportunities for children and families who meet eligibility requirements. Qualification may be based on income, family circumstances, environmental factors, or developmental needs. An application process is required to determine eligibility.

Your family may qualify for ECEAP if any of the following apply:

Limited Family Income

Families who qualify for Basic Food benefits or free and reduced-price meals may qualify for ECEAP based on income.

Recent Changes in Income

Families who have experienced a significant change in income may also qualify. Examples may include:

• Job loss or reduced work hours
• Family separation
• Other major financial changes

Family Circumstances

Additional family circumstances that may qualify a child for ECEAP include:

• Homelessness
• Foster or kinship care
• Adoption after foster or kinship care
• CPS, FAR, or ICW involvement
• Household conflict or instability
• Family health concerns

Child Development or Support Needs

Children may also qualify if there are developmental or educational concerns, including:

• Developmental delays
• Health concerns
• Dual language learners (learning English)
• An Individualized Education Program (IEP)
• Other areas where additional support may be beneficial

If any of the scenarios above apply to your family, please fill out the ECEAP Inquiry Form to provide basic information about you and your child. An ECEAP staff member will follow-up with you to talk more about the program and complete an application.

As part of the application process, you will need to provide documents to verify your family's annual income, child's date of birth, and immunization records. See below for more information.

Income Verification

Please provide all applicable income documentation:

• Most recent tax return (1040 form, all pages)
• 12-month TANF payment history
• 12-month SSI payment history
• 12-month child support payment history
• Foster care statement
• Other income documentation as requested

Child Identification

Please provide one of the following:

• Copy of birth certificate
• DSHS letter with date of birth listed
• Copy of passport

Immunization Records

• Copy of child’s immunization/shot record
